Technical Regulations of the Customs Union “Safety of Low-Voltage Equipment” (TR CU 004/2011)
Technical Regulations of the Customs Union “Safety of Low-Voltage Equipment” – TR CU 004/2011 – came into effect on February 5, 2013. EasyGOST EAC Service offers certification of products according to TR CU 004 with relatively few efforts.
“Low-Voltage” is a deceptive term. It covers the devices operated on current with deadly voltage. Many of them are used in everyday life. Therefore, it is very important to ensure their safety for humans. Certification in accordance with TR CU 004/2011 confirms the reliability of the equipment. It is required to introduce such equipment to the market and to avoid problems in case of checks conducted by supervisory authorities.
Scope of Regulation
TR CU 004/2011 covers almost all equipment operated on alternating current with voltage level from 50 through 1000 V and direct current with voltage level from 75 through 1500 V. The equipment is divided into several groups:
- Electrical devices and household appliances:
- for cooking, food storage and mechanization of cooking works;
- for linen, clothes and shoes handling (washing, ironing, drying, cleaning);
- for housekeeping and indoor cleaning;
- for maintenance and control of indoor microclimate;
- sanitary and hygienic;
- for hair, nails and skin care;
- for body warming;
- for vibro-massage;
- gaming, sports and fitness equipment;
- audio and video equipment, television and radio sets;
- sewingand knitting;
- power supply units, charging devices, constant voltage regulators;
- for gardening;
- for aquariums and garden pools;
- electric pumps;
- lighting equipment and light sources;
- wiring devices;
- extension cords.
- Personal electronic computing machines (personal computers).
- Low-voltage equipment connected to personal electronic computing machines.
- Electric hand tools (manual and portable electric machines).
- Electric musical instruments.
- Cables, wires and cords.
- Circuit breakers, residual current devices.
- Power distribution units.
- Electrical devices for electric system control.
ТR CU 004/2011 are not applied for:
- Electrical equipment designed for operation in explosive environment;
- Medical devices;
- Electrical equipment of elevators and cargo lifts (except for electrical machines);
- Electrical equipment for military purposes;
- Control devices for grazing fences;
- Electrical equipment used on air, water, land and underground transport;
- Electrical equipment intended for safety systems of reactor facilities of nuclear power plants.
Content of Regulation
TR CU 004/2011 includes:
- Riles of market circulation of low-voltage equipment;
- Requirements to safety of the products;
- Requirements for equipment marking;
- Mandatory requirements to the operating documentation;
- Rules of certification and declaring of low-voltage devices.
Technical Regulations TR CU 004/2011 sets mandatory requirements to the operating documentation.
Operating documents should be made in the Russian language and language of the Customs Union member states, in hard copies. If necessary, electronic copies of the documents shall be provided together with the hard copies.
The documents should contain the following information:
- Information on the low-voltage equipment purpose;
- Specifications and parameters;
- Rules and conditions of safe operation (use);
- Rules and conditions of installation, storage, handling (transportation), sale and disposal (if necessary, setting respective requirements);
- Information on measures to be taken in case of failure of the equipment;
- Name and location of the manufacturer (authorized representative of the manufacturer), importer, contact information;
- Month and year of low-voltage equipment manufacture and (or) information on location of manufacture year marking and the determination method.
